That does not justify breaking it further - with your patch, to enable
*any* translation once the language templates have been installed, the
user is forced to do so via SQL.

Good.  Now please make a little more effort and completely fix the
problem without introducing regressions, which I am trying to avoid
for release.

Look, I know that C4::Languages is a source of performance problems,
but I do not think it unreasonable to avoid regressions, particularly
this close to release.
