No, it isn't.  It is not on the list of core modules on
perldoc.perl.org, and Debian includes it as a separate package.

Not that there's anything wrong with a new dependency per se, but
since this is definitely not core, it would have to be tracked in
C4::Installer::PerlDependencies.
