[Koha-patches] Patch adding the Arab translators

Hi all
this is my first patch to the community and my first time to use git so
please guide me if I have mistakes  !
this patch is to  add the translators of Koha  3.8 and 3.10 and master
versions

I'm not sure if I have to make a patch for each version or if this enough ?
