[Koha-translate] UTF-8 or ISO-Latin-1 or ISO-Latin-15 ?

What is the working character set for Koha?  

I see a lot in ISO-Latin-1/-15, but think that UTF-8 might be a better start. 
It will be needed anyway when non-Western European languages start to come into
use.
