[Koha-translate] Where are the translation tool and translation docs?

I've browsed a bit through the mailing list archive:

and the translation Wiki

and seem to miss the translation tool.  

Where would I find it and/or the documentation about how to begin a 
translation?

(BTW adding a search function to the mail archive might be useful)
