So the tag for your translation as described in RFC4646 is uk-Cyrl-UA
You still need to specify if your character encoding, you have  
several choices for Ukrainian:
ISO 8859-5, Windows 1251, KOI8-U, UTF-8 where UTF-8 definately is the  
preferred encoding for Koha.
