[Koha-translate] Thai?

[Thawatchai Piyawat]

Hello David,

I prefer po files becase we can work offline. The internet connection here
does not allow us to stay online to use a web-based interface without facing
unexpected delays.

I haven't started the translation yet, only plan to do so. How is your
current progress so far?
