[Koha-translate] Tetun language translation

I've added now Tetun language to Koha 3.2 Pootle project.

Pootle, the web-base translation tools we use, had been upgraded, even 
several the last week. And by default 'tet' language isn't available. I 
have to explicitly create it, so to speak.

Don't hesitate to contact me directly if you need more permissions to 
manage this language.
