[Koha-translate] Translation of the 3.2 Manual

Laurence at BibLibre has started to translate the 3.2 manual
(http://git.biblibre.com/cgi-bin/gitweb.cgi?p=kohadocs;a=summary) into
French.  If anyone would like to translate it into another language,
please let me know and I'll set up a folder for your language and get
you the information for git.
