[Koha-translate] [Koha-devel] String freeze for 3.8.8 and 3.10.1

The 3.10 strings are just finishing (in the next hour or so, they'll be
done), and the 3.8 ones will be next!

The Pootle server has moved to a bigger, faster, more memory-laden home, so
hopefully the speed issues are going to be getting better!

I'll have 3.8 strings updated in the morning, after a few hours sleep.
