[Koha-translate] Koha 3.4.8 String Freeze

Well, as you know by now, my new year schedule got off to a messy start. So
3.4.8 release was delayed. This is not really all bad as I have now gotten
the 3.4.x branch current with master.

So, Frederic, if you could update the PO files, we'll try to release 3.4.8
a week from today --next Saturday.
