[Koha-translate] Adding Language zh_CN Error

My update manager has a list of updates and one of them is "bash" could this be why the previous command did not work? I am installing updates right now.

export PERL5LIB=/usr/share/koha/lib

your first mail shows that you have a koha-conf.xml in /etc/koha/sites/library/koha-conf.xml
but not in /etc/koha/sites/koha-conf.xml

So change the first export and try again.
