[Koha-translate] Pootle-rights for Koha 3.12 for Russian and Ukrainian

Good day!

I take care of Koha translation into Ukrainian and Russian.
Please give me administrator rights for Ukrainian and Russian languages in
section 312 (I have such admin rights for 32..310).
