[Koha-translate] v3.12 project added to Pootle

I've taken the latest Koha "head" code, and updated the PO files, and put
them on the translation server, so you can get started, and maybe avoid
*some* of the rush prior to the Big Freeze!

Let me know if you encounter any difficulties.
