I think is very important.

At 13/Nov./2017 they were uploaded the new .po files for 17.11 manual.

Reading the senteces I see phrases like this:
"the default you set in your :ref:`Currencies and Exchange Rates` administration area"

My question is about how translate the name of anchor link.
How can I translate it ?
I can translate like: "il default che definisci nell'area dell'ammistrazione :ref:`Currencies and Exchange Rates<Valute e tassi di cambio>`." ?

Well, no like that :)

 :ref:`Currencies and Exchange Rates` implies that threre is somewhere a
Section/subsection named "Currencies and Exchange Rates",
with or without a label.

If you translate both then the labelling will be consistent, if not you may
have a warning on build time.
So I suggest that you translate it as "il default che definisci nell'area
dell'ammistrazione :ref:`Valute e tassi di cambio`

When you find a string that has a label, for example ":ref:`Currencies and
Exchange Rates <currencies-and-exchange-rates-label>`, the string between
"<...>" must not be translated, it contains a 'label' for cross references.

Dear Contributors,
on the 27th November we (the library of the Goethe-Insitut in Istanbul) will be updated to the version 16.11.13.

There are still suggestions (in 16.11.<http://translate.koha-community.org/tr/16.11/>  175+2=177 and in 17.05.<http://translate.koha-community.org/tr/17.05/> 180), which we (me and my collegue in Turkey, Onur) couldn't get "accepted".

Can somebody help to make them accepted, before we are updated?

we have the same problems with the German translation. Order, issue, item, subject, cancel, term?

In the past this has mostly been solved by changing the templates to make the string more specific:

 

subject > email subject

cancel > cancel hold

issue > serial issue

?

I am not sure If there is a better solution available at the moment. I think filing a bug report for those problems would be a good start.

Yes, nasty problems with homonyms exist in other languages as well, e.g. 
in German.

We have two related Bugs:

Bug 11285 - Vocabulary disambiguation
https://bugs.koha-community.org/bugzilla3/show_bug.cgi?id=11285

Bug 15395 - Allow correct handling of plural translation
https://bugs.koha-community.org/bugzilla3/show_bug.cgi?id=15395

The latter allows to add context to a string; see comment 28 on Bug 
11285 by Julian Maurice:
"...allows to attach context to a string, so the same string can be 
translated in different ways, depending on the context."

A sustainable solution would be to move Bug 15395 forward. It's status 
is "Signed off".

We faced this problem a few years ago, with the word "issue" : issue of 
a serial (fascicule) and checkout (pr?t)

the only solution to this problem is to disambiguate the English by 
choosing a different word for each meaning. And changing the English 
strings.

And you can't do that.
