[Koha-translate] Assign approval role to Koha Swedish translation 18.11

We are currently working with the translation of Koha 18.11 into Swedish.
The Swedish Koha User Group would like the following persons to have access to approve translation suggestions for the Swedish translation of Koha 18.11:
