[Koha-translate] [Italian] Consistent translation of "State" (geographical) -> "Provincia"

Hi Italian translators

In misc/translator/po/it-IT-staff-prog.po I found two different
translations for State (Provincia and Stato).

Addresses in Italy use Province (Provincia) and not State (Stato) for
the next geographical element of the address after City. Using Stato
would only make sense to people using Italian translation outside of
Italy (e.g. US or Germany). I would recommend we change this
consistently to Province (Provincia) or if both terms are deemed
necessary "State or Province" (Stato o Provincia).

I'm not very familiar with .po syntax but I also believe it's redundant
to havew both these entries.
