As far as my knowledge is concerned the latest version of Apache does run
as a services, even on win95.  I've rarely used does console while running
Apache on windows.  There were some commands to install Apache as a
service, if I remember correctly they are:

c:\progra~1\apache\bin> apache.exe -k install
