[Koha-win32] marc test fails at default values

hi john thanks for the script!  I tried it and it ain't working.   
looks like the problem goes a bit deeper, though.

I just ran the koha installer again, the v228 R0 from April 07, and  
told the installer to overwrite all the old files in case I'd slipped  
up somewhere.

then I recognized a fault that I'd always seen with the perl  
installer, but had always ignored. (pics attatched)

then I went into the marc records and tried to change the fault in  
the subfield but realized that our installation of the program is  
missing some kind of script needed to change that parameter.

I don't know if this is going to work, but I'll try to attatch a zip  
file of different screenshots I took of the sequence of events this  
morning:
