[Koha-win32] Server 500 error

Hello, when trying to access either the opac or the intranet interfaces I
get the server error page. The error in the logs are the same for both the
opac and intranet. Here are the last three relevant lines in the error log.

Any help in understanding how to fix this issue would be greatly
appreciated.
