[Koha-win32] error issuing books, toomany issues(already issued/max)

hi frends
 when issuing items,i m getting this error.........with two buttons, confirm
issues, don issues,pls find help for me.....
where to chnage the settting...
"I need confirmation before issuing
Too many issues (already issued / max : a 0 / 0)"
