[Koha-win32] problem in z39.50 search in KOHA(window version)

This error comes up in a lot of situations so there are a lot of things to

I haven't used this feature on Windows so i didn't have this problem but it
looks like the steps are:
check to make sure yaz is installed correctly and your path is right
check to make sure ports are open and you can connect to the Z39.50 server
If you re-install yaz, see if your error log is giving the same message
see if you can search by ISBN
