[Koha-win32] Koha-win32 is now fixed and works well

Still you people are struggling with Koha 2.x? This solution has been
proposed five years back and worked well. What about running Koha 3.x on
Windows? The main problems are with new perl modules require for Koha 3.x;
no suitabale DLL files in Windows flavours.
