Our library may have an interest in a family group feature, but rather than
having a system-level setting for maximum issues per group, we would need to
have circulation rules for family groups.
As an example, our library has an informal rule that says: no more than two
issues of item type DVD allowed per household. There was no automated way to
enforce this rule when we were using Mandarin, nor is there a way using Koha
now. Instead, it depends on the librarian (or volunteer desk staff) knowing
everybody in this small town and performing the restriction manually. In
practice I have never seen this rule enforced.
In any case, to implement this rule, we would need to add a field to the
circulation rule for item type DVD that specifies maximum issues per family
group. But implementing this seems rather complex.
