Hmmm...I thought maybe this had been addressed, maybe in another bug somewhere.
 Currently, in 20.05.13, if I check in an item that is a waiting hold, I can
cancel the hold, and then it immediately triggers the next hold (asks for
confirmation).  Is this not a new feature?
