Working on this, tests are in progress though since the tests in
t/db_dependent/Circulation.t are crashing and failing with or without the
patch, so need to work out those issues first before being able to properly run
the tests, which has to be rewritten since so much has been refactored with
regard to how lost item fees are handled.
