Bug 15581 established the "No automatic renewal after" function.  It looks at
the issue date and then adds however many days indicated. However, the "No
renewal before" is based on the due date.  This causes a lot of confusion.  It
would be helpful to have a choice as to whether the "No automative renewal
after" is based on issue date, or due date.
