This patch does not remove the popup, it moves it from
koha-tmpl/intranet-tmpl/prog/en/includes/patron_messages.inc to
koha-tmpl/intranet-tmpl/prog/js/members-menu.js so it can be translated using
translations written in misc/translator/po/fr-CA-messages-js.po
