Thankyou so much for your thorough testing and feedback again David.. it's
great to see this level of detail.

My apologies for some bits that clearly weren't working as expected.. there was
a rebase issue that had crept in so some things clearly just weren't working a
all :(.

I believe I've resolved all those issues now and have taken into account all of
your feedback on top.

I've also tried to fold some of your excellent test plan into test plans
attached to each commit.

The permission you were looking for and wasn't at all documented is
'edit_catalogue'.. I took the approach that cataloguers should be dealing with
concerns raised so adopted the pre-existing permission.
