It seems to me like a good solution may be to make this a syspref, so that
libraries can make their own decisions about how they want to prioritize
between giving patrons more flexibility to manually renew vs. preventing people
from gaming the system. I think it would work well with Katrin's idea of
splitting the restriction into 'no auto-renewal before' and 'no manual renewal
before', so that libraries could have a syspref for each to customize for their
use case.
