Hmm, I see what you mean.

However find-license-problems.t fails if there isn't at least one copyright
statement in the file, and some of them didn't have a statement yet.
For example see the diff in my patch for Koha/Course.pm.
So how do we handle those cases?

Is that because Koha/Biblio.pm has the same authors as e.g. Course.pm?
