Never mind, I feel rather silly now... I was only working with test patrons and
didn't notice that they didn't have a valid email address or SMS number on
their account. It occurred to me to test multiple Koha version and notification
settings, but not to check that. As soon as I added the requisite contact
information the notices enqueued normally. Sorry for the false alarm folks!
