There are some system preference renames not accounted for yet in my local
rebase.  I'm working on those.

I'm not sure I like how we've dropped the alert warning for privacy policy. I
think it's important to highlight with that particular feature that the account
is deleted and you are logged out if you do not accept and I think the
reduction to 'just another consent' like the plugin one's your introducing here
is a reduction of functionality.

I'll work on a follow-up to keep it moving.

Talking system preferences.. do you think libraries will want to independantly
turn off the plugin based consents?  I think perhaps that the system preference
introduced is superflous to requirements. I think I'd just check for the
occurrence of any plugins carrying the consent method instead.
