For me it shouldn't, at least for this reason. This patch is an
enhancement and target HEAD not stable branch. We have discussed the
fact that updating all languages SQL syspref is unmanageable now with
the proliferation of languages having translation for syspref.

For 3.4, we must remove language specific syspref SQL files and just use
the english version for default value. .pref do the rest.
