[Koha-translate] What is the procedure to add a language on the translation platform?

Hi :)

Does anyone know if there a documentation somewhere? Or should the 
Pootle documentation be enough and we have nothing specific or additional?

Then it would be possible for anyone having admin rights on the server 
to add a language and be able to process the addition requests. Then the 
Sinhala and Turkmen requests could be unblocked.
