[Koha-translate] 23.11 - String freeze

Hi all, I'm not sure if we properly called for string freeze on this list.
We did on other channels.

We are on freeze, and as Jonathan (the new translation manager) announced,
we are using the new Weblate server. The URL is the same as usual and your
credentials should remain the same,
