When using a HTTP URL, the URL is handed directly to the XSLT library, which is constrained by the security restrictions added by bug 23290.

When using a HTTPS URL, the URL is first fetched by Koha code, and then presented to Koha as a string. Here it fails, probably because it can't find the file on the system. If loading a XSLT via HTTPS with properly set up filepaths, it should probably work.
