It's essentially just an HTML link to a manifest.json file that gives the browser an ability to create an entry point to your system. The app that gets installed on your device is really just a browser proxy that wraps your web app. So we'd be leveraging the existing responsive OPAC/SCO. Not much real development required. But people would be able to easily bring it up as an app on their phone, tablet, or PC/laptop.
