1.3) For the selected template, the system will generate a combo-box with the language labels in the template. Selecting a label will display a text field where you can edit/save your translation.
WARNING. It means you want to develop inside Koha a .po file online translation tool. This is a huge task which is already delegated to a dedicated, powerfull and stable webapp, Pootle:

Please, take into account the above information, and submit another enhancement bug for just improving the way an existing language is activated via Koha web interface.
The reason for developing the translations manager as part of the intranet is to have a fully-internal tool without the need of having to use an external one that has to also be installed.
