Elliot's patch doesn't apply for me, so I obsoleted it for now to make this bug a little less confusing. When applying your patch, I have a conflict in koha-tmpl/intranet-tmpl/prog/en/modules/acqui/parcels.tt that I am not sure how to resolve - could you take a look?
