I am not sure how we can make people less confused here - updating an existing system preference that used to work at least partially to another setting seems not right to me. The routing list notification you choose when adding a subscription is a misnamed sample notice. It is not related to the management of routing lists at all - it is necessary for sending out serial alerts for new issues. Without selecting a notification template, the link for subscribing to the serial alerts will not show up in OPAC.
