Release notes suggestion:
Adds a checkins table recording each checkin with who, where, and any related events (holds, recalls, etc.). Plugins get it in the after_circ_action payload as checkin.
The upgrade backfills past returns from 24.11 onwards (bug 33641) whose library and item still exist, with no staff member, and reports how many were skipped.
