Or let the patron say which of the existing fields should be the primary field? If the latter, then this would also involve changes to the notice scripts (overdue, and I'm assuming other notices as well). Right now, the choice of email to use is through the syspref AutoEmailPrimaryAddress and there is no heirarchy.
