While QAing Bug 42094 I attempted to make some holds and found that the process was broken. Going back through the dependencies, I find that this is the bug after which holds cannot be placed.
To recreate: - go to a bib, click Place Hold - search for and select a patron - After patron selection, koha says "Place hold on No bibliographic record"
