Casey and I messaged about this on Mattermost, but I should put my answer here for transparency: The availability of existing reports should not change. Reports without any library limitations should still be accessible to all users, regardless of library or permission, until a user with the manage_reports_limits permission changes them. Users without the permission would only be able to create reports limited to their own library.
