We'd potentially need a "sharedhtdocs" key in koha-conf.xml, and koha-conf.xml doesn't get auto upgraded at this point. (That said, it's a bit silly that we have opachtdocs I reckon. Surely we should just have an htdocs base/root dir config...) koha-translate and translation tools would need to take into account this new SHARED_TMPL directory.
