What I now have, might be still possible to backport, although I still do not see a major reason to do so. We configure behavior now via <removable_cookie> lines in koha-conf. Further development on this front should be master only. Could go to another report. The fourth commit message shows you an example of it: differentiate between HttpOnly yes or no.
