I don't have an installation with a public ip, so I cannot test this patch.
You don't need a public ip, as far as I recall, since the redirect is done at the browser level.
I'm not familiar with this patch at all, but it's true about not needing a public IP. I have a local app where I send "localhost:8888/callback" as the return uri to the OAuth 2.0 server and it works well.
