Thinking on this some more, it feels like if LimitReportsByBranch system preference is on then a user without the broader permission should be constrained to only interacting with reports connected to their own branch. A report that's available to all branches should be assumed to be important/privileged. Users with only base-level reports permissions should not be allowed to crowd the list of reports for all users or delete reports that are available to all users.
