I just uploaded "Sample records correctly encoded" into my 19.11 system (with the patch), and I was able to export it as UTF-8 (according to Notepad++ and the hex inspected using xxd).

So I can't reproduce the double-encoding issue.

I did my test in Chrome 81 on Windows 10.

About to test on koha-testing-docker with the same test plan.
